A levy equivalent to 0.05% of the investment value of projects requiring architectural services and a building permit is channelled back into architectural publications, exhibitions, education, research and public engagement.<\/p>\n<p data-start=\"530\" data-end=\"872\"><img fetchpriority=\"high\" decoding=\"async\" class=\"wp-image-65602 alignright\" src=\"https:\/\/beedier.com\/wp-content\/uploads\/2026\/09\/260902_OAR_1.jpg\" alt=\"\" width=\"400\" height=\"300\" srcset=\"https:\/\/beedier.com\/wp-content\/uploads\/2026\/09\/260902_OAR_1.jpg 800w, https:\/\/beedier.com\/wp-content\/uploads\/2026\/09\/260902_OAR_1-300x225.jpg 300w, https:\/\/beedier.com\/wp-content\/uploads\/2026\/09\/260902_OAR_1-768x576.jpg 768w, https:\/\/beedier.com\/wp-content\/uploads\/2026\/09\/260902_OAR_1-16x12.jpg 16w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/>On 31 August, the Romanian Order of Architects (OAR) opened its 2026 <a href=\"https:\/\/oar.archi\/stiri\/sesiunea-de-finantate-din-timbrul-arhitecturii-pentru-anul-2026\/\" target=\"_blank\" rel=\"noopener\"><em data-start=\"599\" data-end=\"621\">Timbrul Arhitecturii<\/em><\/a>, or Architecture Stamp, funding round. Some 13.75 million lei is available across seven categories, with applications accepted from architects, publishers, professional bodies, cultural operators, NGOs and educational institutions until 28 September.<\/p>\n<p data-start=\"874\" data-end=\"1230\">The programme includes 2.6 million lei for books and magazines, 3.2 million lei for cultural initiatives led by NGOs and independent operators, and 2.5 million lei for projects with a substantial research component. Further allocations support architecture biennials, touring exhibitions, summer schools and activities organised by OAR\u2019s regional branches.<\/p>\n<blockquote>\n<p data-start=\"1232\" data-end=\"1359\"><strong data-start=\"1232\" data-end=\"1359\">Romania has turned a fraction of construction investment into permanent infrastructure for architectural culture.<\/strong><\/p>\n<\/blockquote>\n<p data-start=\"1361\" data-end=\"1751\">The mechanism is a parafiscal cultural levy paid by the investor or beneficiary when a building permit is issued. Depending on the project architect\u2019s designation, the money is directed to either the Romanian Order of Architects or the Romanian Union of Architects. OAR has administered its funding programme for more than two decades, supporting over 2,600 initiatives at different scales.<\/p>\n<p data-start=\"1753\" data-end=\"2075\">This makes the Architecture Stamp more than a professional grant programme. Its income rises from the activity it seeks to interpret and improve: development supports research into the built environment, communication about architecture and opportunities for the public and profession to examine what is being constructed.<\/p>\n<p data-start=\"2077\" data-end=\"2389\">The 2026 round also introduces a single digital platform covering applications, assessment, contracting, delivery, reporting and financial management. Nevertheless, it poses a useful policy proposition for architects elsewhere. If construction changes cities and generates economic value, should a fraction of that investment also support the research, criticism, education and public conversation needed to make development better?<\/p>\n<p>A catalogue of projects funded shows the mechanism\u2019s breadth. It supported Street Delivery, which temporarily returned a central Bucharest street to pedestrians; architecture education for children through <em data-start=\"320\" data-end=\"338\">De-a Arhitectura<\/em>; design guides promoting context-sensitive rural development; and public events that helped protect the former Petrila mining complex from demolition.
