Open design competition for the urban regeneration of the former Industrial Platform Rulmentul in Romania, to create a retrofitted cultural centre and public realm.
The Romanian Order of Architects (OAR) with the support of the Brașov, Covasna, Harghita Territorial Branch of the OAR, together with the Contracting Authority - Brașov Municipality, officially announces the launch of the "Rulmenthal, Brașov" International Solutions Competition. The purpose of this competition is to select the best solution for the urban regeneration of the former Industrial Platform Rulmentul, in order to award the design contract. Urban regeneration is a large-scale and long-lasting process that requires an integrated, multidisciplinary and phased approach.
The former Industrial Platform Rulmentul is one of the most important real estate reserves of the city, with an area comparable to that of the Old Citadel of Brașov - approximately 52 hectares. Through the successive transformations to which it was subjected throughout the 20th century, the location is a direct witness of the significant moments that mark the industrial past of the city, thereby becoming an identity, affective and historical landmark for the generations that knew the industrial platform during the activity. However, the location is not really present in the daily lives of the citizens of Brașov today, given the complete cessation of production activity since 2007. Since then, in the absence of concrete regeneration actions, the platform is in an accelerated process of degradation, which leads to significant losses, some of which are irreversible.
The competition proposes several objectives that address the complexity of the existing situation at three complementary scales. By achieving these objectives, several directions of transformation of the Platform will be simultaneously triggered.
Consequently, the Contracting Authority pursues through this tender the urban regeneration of the Industrial Platform Rulmentul Brașov, through:
- establishing a medium and long-term urban development vision for the regeneration of the Rulmentul Industrial Platform
- the development of a green / public space with an area of approximately 11 hectares, including the development of the unbuilt areas, but also the development of the existing buildings in the indicated perimeter, which will be designed to become the main nucleus of the entire complex, being able to connect future functions located around the perimeter
- rehabilitation of some buildings with a certain patrimonial value (Hangar Complex 6) and their transformation into a cultural center.

The competitors may be individual architecture offices, partnerships formed by individual architecture offices, or other legal forms of exercising the profession of architect or urban planner, according to the national legislation of the state of origin or legal persons (design companies) in Romania or in other countries, either individually or as a joint venture. In the case of a joint venture, its leader will register the project in the competition.
Landscape Architect.
The competitors may be individual architecture offices, partnerships formed by individual architecture offices, or other legal forms of exercising the profession of architect or urban planner, according to the national legislation of the state of origin or legal persons (design companies) in Romania or in other countries, either individually or as a joint venture. In the case of a joint venture, its leader will register the project in the competition.
Submission Criteria
Prizes for each lot:
First – Design contract worth 2,245,000 EUR
Second – 42,016 EUR
Third – 24,142 EUR
Mention (x3) – 8,403 EUR
The competition will be submitted in hardcopy, and in three parts:
1. Technical Submission – design proposals on 4 sheets (1000 x 1400mm)
2. Financial Proposal – A4 sheets
3. Administrative Proposal – completed forms.
All drawn parts can be represented through any 2D and 3D graphic means. The explanatory text (as clear and succinct as possible) that supports the concept, must be integrated within the technical proposal sheets.
