Norfolk Consultant’s Framework
Norfolk County Council's Corporate Property Team (CPT) is looking to establish a consultancy framework agreement.
To support the service delivery departments, the CPT must maintain, improve, or modify buildings and sites within the estate by commissioning and executing construction-related projects. To effectively manage these projects, the CPT relies on external consultants. A framework of key consultants will be established to ensure a uniform and consistent approach to projects and designs, producing high-quality outputs. The framework will facilitate faster and more cost-effective project delivery by eliminating the need to tender services for individual projects, fostering high-performing project teams, and following a consistent, streamlined approach. The framework shall be used for projects up to a maximum value of £2m. Combined programmes of projects can be considered for up to a maximum value of £3.5m. The majority of projects will be below £1m.
The framework will be split into the following 4 Lots:
Lot 1 - Combined Project Management (inc. role of Project Lead), Cost Management, and Contract Administration.
Lot 2 - Architectural Services. Including CDM Principal Designer and Lead Designer
Lot 3 - Building Services Engineer (MEP)
Lot 4 - Building Control Principal Designer

Quality Questions are split into the following sections:
– Staffing Structure and Competency (15%)
– Methodology and Quality Assurance (30%)
– Methodology and approach to Lead Designer and CDM Principal Designer Roles (15%)
